التقت [COLOR=darkred]الخرج اليوم[/COLOR] بالمقاول علي غرامة الاسمري المنفذ لعبارة الرياض (طريق الملك عبدالعزيز) بمدخل مدينة السيح الشمالي ، وكنا قد التقينا به في رمضان وأوضح الكثير من الأمور المختفية عن القراء ، وهو اليوم يتحدث في مقطع الفيديو في لقاء أجراه المشرف العام على الصحيفة الاستاذ سعود الضحوك المتابع لموضوع العبارة على وجه التحديد ، وطرح العديد من التساؤلات ، تابع المقطع لتتعرف على :

يا عزيزي كل شيء واضح وضوح الشمس الميزانية تعتبر كعكة ينتظرها كبار المسئولين في الدوائر الحكومية لتقسيمها بينهم والضحية المواطن المسكين كل هذا بسبب عدم متابعة المالية لهذه المبالغ مليارات تضيع كل سنه بين بلدية ومقاول متى يصبح هناك متابعة من قبل الدولة لهذه المبالغ ومتى يتم محاسبة كل مقصر وفاسد يجب وضع النقاط على الحروف تعبنا من المهاترات بين مقاول وبين رئيس بلدية مدخل الخرج أصبح قضيه شائكة ويجب حلها نأمل تسليم المشروع إلى شركة مقاولات معروفة وبنسبه للأسمري وأبو راس نأمل حل قضيتهم مع بعض ومحاسبة المقصر فيهم
تصدقون نسينا شكل مدخل الخرج تمنينا أن تجرفه السيول أفضل من هذه التحويلات والصبات و الحفريات التي شوهت منظر الخرج

شكرا لكم على الشفافيه
ولكن ما مشكله شارع الخوارزمي
من اشارة نادي الشعلة متجه شمال حتى تصل الى طريق حرض
قامت شركة على غرامة بحفر الطريق وتركة لمده اكثر من سنه و 8 اشهر ان لم يكن اكثر
هناك عمائر تحت الانشاء وتم الانتهاء منها ومسجد سيتم تشغيله حاليا
وحتى الان لم ينتهى المشروع هل الحل كما عمله الجميع هو دفن الحفر المنفذه حتى يتذكر المقاول وبلدية الخرج هذا المشروع ؟

فعلا .. هناك مشاريع في الخرج هي لبعض المسؤولين ((( كعكة ))) قابلة للبلع
وكم من الكعكات بلعت كم وكم ؟؟؟
الكعكة الكبيرة يتاقسمها الكبار .. ويبقى البواقي للنمل من المسؤولين وكل مسؤول وقدرته على سحب نصيبه
هناك نملة تجر نصيبها بهدوء .. وهناك نملة تفحط لين تاخذ نصيبها
اما النملة الكبيرةو ابن XXXX فقد تحدد نصيبهم مسبقاً ..
انا كان ودي من علي غرامة حتى ينتهي المشروع في أقل وقت .. أن يقترح أنه سوف يحول العبارة لمعلم لأهالي الخرج يحتوي على اللون الأصفر والأزرق .. وانا متأكد ان العبارة سوف تنتهي في وقت قياسي
اما الرئيس الهمام .. فقد أمن العقوبة .. كيف لا .. وهو وكيل استراحة وزير البلديات في الخرج !!!

اتمنى من رئيشس البلدية يشوف الحاويات النظافة بالثليماء مقابل استراحة الدوحة وما حولهاتقريبا لها شهر واكثر وهي ممتله جميع الحاويات وتم اتصال على الاخ ثامر مسؤل بشركة النظافة اكثر من مرة ولكن للاسف كما كان لم يتغير اي شئ واتمنى من صحيفة تصور الحاويات وتنزل صور

XXXXXXXXXXXXX ما تلاحظون انه يحرص على استبدال أرصفة بأخرى بدون سبب وبلا ضرورة من باب الهدر للمال العام
وزراعة مدخل الخرج بالمسطحات الخضراء واحاطتها برصيف احمر وكأننا على نهر النيل أليس هذا هدر للمياه أليس من الاولى إيصال المياه للأحياء التي لم تصلها المياه وهي اكثر من ثلاثة ارباع المحافظة

الاسمري ليس مذنب وانا اصفق له و أهنيئة ….!!!
بعيد عن الحديث في الجو العام للمشروع الذي أصبح واضح للعيان أن آلية تنفيذه سيئة و أنه المشروع أصبح رأي عام وحديث للمجالس الصغيرة و الصغيرة لست أقصد بحجمها و أنما بمعرفتها فالكبيرة تهنئه لأنها تشاطره الفكر و تفهم كيف توزن الأرقام وكيف تدمج الأحرف لتطبطب على الصدور .
و بعيد عن الحديث في الألم و المعاناة ومناشدة المسولين و القياديين في المحافظة بتدخل و إنقاذ ما يمكن إنقاذه وترميم ما يمكن ترميمه و إعادة الأفكار إلى مدرجه الأول لتقلع بفكر جديد بدل عن تلك التي خذلتنا وخذلتهم. .
عزيز القاري لتعلم أن الاسمري مجرد مقاول مثله مثل أي مقاول يمتلك عناصر و معاير تسمح له بتقدم لي أي مشروع أو مناقصة في حال رجعنا بالموضوع إلى بذرته الأول قبل أن تنبت لنا الشوك بدل عن ورود تسر الناظرين.
المقاول بصفة عامة من حقه الفوز بالمناقصة في حال انطبقت الموصفات والمعاير عليه و هذا حق مشروع لا ينكره أحد لذلك تقدم الاسمري و أعلن أنه المقاول المنفذ ومن حقه أن يتقدم لان الشروط المطروحة في تلك المناقصة تنطبق عليه وابد الرجل استعداده بتنفيذه والالتزام بجميع البنود المسجلة في تلك المناقصة واخذ عليه التعهد ألازم وابرمه الصفقة و قطعنا معه الكعكة و أكلناها سوين .
ونسينا أن آليتنا في تنفيذ الاتفاقيات قديمة جدا وضعيفة أما الأفكار الجديدة ونسينا أننا نترك ثغرات لمقاول يعرف كيف تعالج المشاكل من خلال فهمه للبنود ونسينا أننا بحاجة لآلية جديدة ومتمكنة من السيطرة عليه في حال بدل قناعه بقناع أخر نسينا انه سوف يرمي أخطاه على فلان وفلان ويجعلهم شماعة ودرع واقي له
عزيزي الاسمري : أن لم أستمع للحوار معك ولم أفكر في الاستماع له لاني أعرف أنه لا عذر لك مهما على صوتك ومهما كنت محق في كلامك لا عذر فأنت من يوم استلمت هذا المشروع وأنت تصمم الخطة وتفتح لنفسك ثغرات مغلقة لتتمكن من الخروج منها بسلام و كسب كبير لم نكن نعلم ان ثقتنا فيك واقتناع َسوف تصب في خدمة المجتمع لم نكن نعلم انك جزء من كل فهناك أخوانك يا يشاطرونك نفس العبه في أماكن أخرى متفرقة من المحافظة مثل أسعد سعيد الذي يحمل في جعبة ملفات مغلقة و مشمعه بشمع الأحمر .

احسن شى سوتة البلدية وضع مخالفات على البقالة والمطعم الى تباشر السيارات مادرى وش تحسون فية وش ذنب المعاقين الى مايقدرون ينزلون من سياراتهم والعاجزين هذا الى جيدة فية البلدية وغيره طننننننننننننشششششششششششش حسبى الله ونعم الوكيل 😡 😡 😡 😡 😡 😡 😡 😡 😡 😡 😡 😡 😡 😡
